Weird Mouse Lag

So recently I got a new fx-6350, Hyper 212, ASRock 970 Extreme4, and a Corsair C70 case. I'm pretty happy with my setup now, but I've been having a problem. My mouse lags in weird ways, and I'm fairly sure it's not a problem with my mouse. When I have a game open, and almost specifically a game, my mouse lags when I tab out. It will move for a long time in 1 direction before letting my fully control it. I can move it the other direction while it's doing this, but it will just finish its length it needs to go before stopping. If I click while it's doing this, it will click multiple times, stopping only when it finishes its length. But it has weird times when it doesn't lag. Specifically windows within windows. If I just have a window open such as my internet browser or my task manager, with my game open and minimized (or tabbed out of if it's borderless), it will lag. But, if I have a window within a window open, like the windows performance settings under system in the control panel, it won't lag anymore. I have no idea how this started, and it started while I had 1 core per CU on. Not as soon as I turned it on, but while it was on. (it was on for BF4) So I turned it off and the problem is still there. If you have any questions, please ask them.

It is not wireless, and the attached picture was me after playing a minute of Borderlands 2. Just a random thing to add I guess. And it didn't seem to do it for Borderlands 2. However, I can definitely say it does it for League of Legends and Terraria.

I am having this same issue. The mouse lag outside of minimized games is TERRIBLE. Slows mouse movement to a crawl with erratic behavior. Things I changed around the time it started for me.

1) Updated AMD Video Driver to latest 13.11 beta. Have since done a clean rollback to WHQL.
2) Updated AMD's version of Raptr client. (AMD Gaming Evolved)
3) Installed Chrome extensions for Google Hangout that make Chrome run full time in tray.
4) Updated Steam (always since using Steam beta)

Of these four things only the first 2 seem to be the most plausible causes because I can (and have) easily boot without 3 and 4 using MSConfig. I use an original model Razer Naga Hex with update firmware and have the latest version of Razer Synapse installed. My keyboard isn't likely to affect anything since it is a DasKeyboard connected with the PS2 port. My mouse is the ONLY USB device connected to my computer so this is probably not a USB bus saturation issue. It happens with all sorts of games including League Of Legends, Borderlands 2, Magic 2014 and Trine 2. Listing out my full specs below.

-Asrock P67 Extreme 4
-Intel Core-i5 2500k @ 4.2 Ghz
-Xigmatek Aegir CPU Cooler
-PowerColor PCS+ AMD 7950 3GB
-Intel Gigabit CT offboard NIC
-8GB Corsair Vengeance DDR3 RAM (2x4GB)
-Corsair 850W TX PSU
-Samsung 830 256GB SATA-III SSD
-Western Digital 640GB Black SATA-II HDD
-Rosewill Thor V2 Full Tower

For me it ended up being the Raptr software. The Raptr team has released a fix in the form of a beta update. http://raptr.com/forums/showthread.php?t=28915&page=5 Only thing is, since I am using the Gaming Evolved version of it, I will need to let them push the update to me which probably won't happen until later this week.
