If i were you i would sell the CPU, Motherboard and the VGA and try to upgrade to this:

I7 4770K
Gigabyte Z87X-D3H

ok, i checked that mobo and it does accept the 6300. that cpu should do a lot better than the 4100 and together with the 7850 should allow you to play BF4 at High settings. BTW, not sure if you played the Beta and i am not sure if the final release will behave the same way but BF4 Beta was like C3. Even if it dipped down to the 30s it remained smooth. with a few tweaks, you should be able to maintain above 40 minimums. this is assuming you are using a 1080 monitor.

i like what Cygnus recommended as well.

edit: maybe even higher settings 'cause my HD7770 was able to play it using High.

I don't know if you guys caught my earlier post, but I found some used 690s on Ebay for around $600. Are those worth getting? My budget doesn't exactly have to be 1G. I can go over a little.

Why not buy a new 7990 if you really wanna do dual GPU? I saw one for 499 from newegg I believe. Better brands of 7990s can be had for similar prices to your used 690 but new. Go with either the 7990 or 690 a new CPU and a bigger power supply.

the 690 is a powerful card but it only has a usable 2GB vram. like i said earlier, i would not even think of buying a 3GB card with that kind of money.
