Degraded performance & Coil whine/chirp

Hello,

Recently my system has shown signs of degraded video performance. I'm hoping for your help in identifying the component/s at fault.

Today, I ran a Heaven benchmark and noticed a coil whine/chirp coming from my GPUs under load. (Not my video, but very similar issue:
The Heaven benchmark utility also runs very choppy, lots of stuttering with much lower framerate compared to past tests. Generally, the games I play are not as stressing on video performance, but lately I have seen graphical lockups in games which have previously run very smoothly.

I've tested each GPU individually in the top PCI-E slot. They each make the coil whine/chirp noise. They each perform poorly as compared to past tests, with one of the GPUs actually crashing before the benchmark completes.

I'm lead to believe this could be the PSU or GPUs (Seems less likely that both GPUs are at fault?) , possibly even the motherboard. I wanted to mention that the onboard audio card unexpectedly failed on the motherboard last year.

Please let me know if you have any suggestions or if I can provide any more information to help diagnose or troubleshoot the issue. Thank you in advance.

As I have been given to understand, coil whine happens when the vibration of the coils (they just vibrate, it's how they work) passes into a frequency of human hearing. Changing the clock rate of the card changes the frequency, so you can mess with overclocks on the card to find a frequency that doesn't bother you.
