I'd have to agree. The person you quoted probably is not using a reference card. Every Titan shroud reference card i've used (GTX 690, 780) will hit 80C+ in 100% gaming loads for games that are super demanding within a few minutes. Crysis 3 is one, and there are others.
If he's using an aftermarket 770, then it isn't surprising. It's plausibile for something like a DC II or EVGA ACX cooler to have substantially lower temps. Yet, the reference will almost always shoot to 80C when vsync is off and you're playing something really, really demanding.
I'm not saying this is a bad thing. You can adjust the manual fan RPM for better temps sometimes, and the cooler is quiet. So it's a GREAT reference shroud even if the temps are high. I have nothing bad to say about the Titan cooler. I do prefer aftermarket though for higher overclock ability, though.
