Does the GIGABYTE GA-970A-D3P Atually unlock cores as Gigabyte claims?

Some have reported that the core un-locker does not work. Is this just ignorance of the user/defective board? Or does the un-locker actually have a problem on this board? I am hoping that it is not the latter.

Well, normally it boils down to the luck of the draw depending on the model and region where the processor was manufactured from or the series.

I understand that about the "CPU". But I am asking about the "Mother-Board". Even though They claim is has a "core un-locker" I seen where some that someone could not unlock a "known" unlockable chip while using this board. So I'm wondering if he just a faulty board/bios, or if this is a known issue relevant to this model.
