Steam and its overlay causing high CPU usage

Starting about a week ago, I have been seeing high CPU usage on the following:

Steam Client Bootstrapper - up to around 30% CPU
Steam Overlay - up to around 30% CPU

Also, there are two more processes that seem to be using higher than normal CPU.

Service Host: Local System (Network Restricted) (10) Up to around 30% CPU
-Device Assocation Service
-Distributed Link Tracking Client
-HomeGroup Listener
-Human Interface Device Service
-Network Connection Broker
-Offline Files
-Program Compatibility Assistant Service
-Superfetch
-Windows Audio Endpoint Builder
-Windows Driver Foundation - User-mode Driver Framework

SQL Server Windows NT (32 bit) up to around 11% CPU
-SQL Server (BWDATOOLSET)

This is with a stock clocked 3570K and Windows 8. I've tried flushing steam settings, updating to Windows 8.1, updating AMD drivers, deleting steam registry associations and letting it remake them, I also tried deleting everything in the steam folder except my User folder, app folder, and the steam.exe so it would rebuild. Didn't help. This occurs even without a game running. I can watch the steam process hit 30% and memory usage grows to almost 300mb for maybe 10 seconds, then it goes back down to normal memory and less than 1% CPU.

I've run full malwarebytes antivirus and anti-rootkit scans with nothing coming up, but this seems to be a problem with steam anyways.
Keep in mind that these percentages are across all cores, so sometimes when I alt-tab a game I see Client bootstrapper using 30%, Overlay using 30%, and the game using 30%, so I'm maxing out my CPU and really chugging. Just sitting here with Steam idle, I can sometimes see Client bootstrapper shooting up to 30% for a short period of time, SQL server process.

I don't recall making any changes or installing/updating anything right before this started. I'd really like to avoid starting over if possible, so any help would be appreciated.

May have solved this. I only had a few games installed and no active updates or downloads showed up. However, after I tried to launch Black Ops 2, steam tried to do something. The update symbol appeared in the task bar, but nothing seemed to download. I played for a few minutes and then closed the game, so far no crazy CPU usage.

So if anyone comes across this in the future, try launching your games to force updates. It's now been a while without any issues, when I would previously see CPU usage and slow downs every 30 seconds or more.

edit: nothing ever solved the problem, I had to format the drive and start over.
