Piledriver was also just minor tweaks that AMD could do quick and easy and it increased IPC by about 10%. Pretty good job for small tweaks. Steamroller is more major tweaks so we should see some good improvements in performance from it. And then the next one will also feature large improvements as well, so that whole "fix the IPC" is getting done. The architecture though was never supposed to have high instructions per clock cycle, it was designed to take a 20-25% hit but its clock speed was supposed to be 40% faster thus giving an overall gain. The problem was there were a few bugs causing a slightly larger than expected drop in IPC and HUGE fab problems that resulted in only about 5% faster core speed than previous designs and a lot of power draw. This resulted in a total failure for the design, but the kinds are being worked out and moving back on track to success.
