The best cooler for 280X at the moment is the HIS IceQ X2 version. I bought one for my brother and it cools the best easily. Only downside that it's longer than the normal 280x so you have to check if it will fit in your case.

Safest bet is with the toxic... as the matrix can fall flat on its face when it comes to OCing... results vary widely from what ive seen...
Which one should be better cooling wise ?... meh... most reviews dont show the cooling system on the matrix as being as good as it should considering its a triple slot...but the toxic seems to do pretty good especially considering its stock voltage is 1.256 ... but im not sure what the stock voltage is on the matrix...in any case most reviews say the toxic cools better...

The Sapphire Radeon TOXIC R9 280X performs and cools better than the ASUS AMD RADEON MATRIX-R9280X but it also uses twice as much power under load. Make sure you have a hefty PSU, 750W at least if you plan to OC.

My Matrix doesn't run above 65C under heavy load and it's completely silent. I don't have any experience with the Toxic though so can't really say, i am happy with the cooling performance of the Matrix so far.
