new 7950 flickering blocks in game and on desktop

Thread Starter
What do you make of this? I bought this video card new a few weeks ago. Yesterday these flickering blocks appeared while I was playing Americas Army. I closed the game and the blocks were still appearing on my desktop. It only stopped after a reboot. Now it happened again today. Yesterday I was using beta driver 13.11 while today I'm using 13.9 whql.

I cut the first image from a 1080p desktop screenshot. None of these images have been resized.
