How long was the dev time for GTA 5? Exactly. GTA 5 still lacks the amount of style and character in its art direction compared to this, but it is set in a more real world setting so they do have less room for it.
Of course there are going to be numerous other games that look better, but the more they want to cram in these worlds the bigger the strain it's going to be on these ever aging consoles. If players don't already know this then it's their choice, most of the time console players are oblivious to a greater experience that's available to them.
I do agree, though, that the lack of debris from that explosion is pathetic, but you're putting your tin foil hat on think that Nvidia is the cause for a sub-par console version. If AA and AC (which as we both know had Nvidia licensed software) didn't look like this, then I very much doubt Nvidia is "paying them off" or whatever conspiracy-laden thought you think is happening. It's more likely the devs.
Considering most console games don't run anywhere close to the level of PhsyX that the PC does, I guess, yeah, it is too much for the consoles to handle. The real question is why shown in this video they can't have the debris and whatnot like AA and AC had. It may just come down to the limitations of the consoles with the increased world and content though. The fact that there's a lack of shadows with environments and characters means it couldn't handle as much. This is why I choose to game on PC.
