short stroke and merging 2 partitions

In win 7 or 8.1, is it possible to merge and/or shrink or extend partitions on the same hard drive?

If I short stroke a 1tb drive and create a 500gb partition and decide to increase the partition 100gb, how would I tell the system to create the partition on the outer most parts of the platters?

If there is adjacent free space behind the partition, you can extend it from disk management. The first partition automatically starts at the outermost part of the platters.
