Honestly its look nothing but PSU , try to reset the GPU in PCI-E slot aagen , and replug 8pin and 6pin, dont forget , to unplug the power cord from PSU and wait atlits 30 sec to current being drain out of chocks. Check that , i alsow have problem of IRQ incompatiblity with my cyborg v7 keyborad extension USB hub , unpluged the buger and all fine , hel know how is that possible , cos i always run all upgrades starting from def bios , and than working all OCing up , but it did happend , so maybe u might have some problem , unplug all USB devices from native ports on back of your MOBO , except mous and kayboard ofc , and leave them in top USB conectors, try to bot it up see whats happened , cos i was arting alsow wille haveing IRQ ishue , try it might help , then u can wark around IRQ setups in Bios/UEFI.

Mine started to artifact on stock settings for no real reason, no amount of voltage could clear it up so i RMA'd it, probably not the news you wanted to hear though.

Try to keep them ~ 50-60c if you can for best oc results.

Can you provide a source for the 120C VRMs?

I tried all of those things and I'm still getting stuff like this

At random times it displays text like that, its a fresh install of windows 8.1 if that makes any difference.
I'm not sure what else to try.

With 13.12 drivers, when I set manual fan speed, the fan on second card remain at 20% until I run games or open flash content website.

I have v-sync on, if that could make any difference.
You and me both. I have 2 cards that do the same thing, maybe even worse. V-sync on or off, makes no matter. Single card or cross fire, same thing.

If you find out, let me know. Really disappointed in AMD so far.
Wait...is this a problem. I got the same "fluctuation" but games running smooth though.

Is this your rig?

Try different PSU. As far as I know Aerocool PSU is among the PSU you should avoid.

Right, I have gpu usage like that but awful gameplay. It's very noticeable and I can't keep 60fps on the same games/scenes that my 670 sli cards could.

Even if you don't have problems, it seems really wrong to have usage like that.
