700W is like + 100W then needed, for me running the psu around 80 - 85% of its full power is not overkill. Don't know about you, i like my psu's to be 70-80% loaded most of the times when i bench or game/oc not close to the limit, and if we add efficiency into account its better to have some room left.
Also, i had no idea how the original poster will run his 290X, maybe he will run 1.4v who knows...if not 700W is more then enough.
I like to have also some reserve.
I will be overclocking it probably.

Why though? You're idea of an "overload" psu is weird. A psu rated for 700 watts supplying 600 watts only differs from a psu rated for 800 watts pulling 600 watts by lower power bills. If I had a system that pulled 1000 watts, I would buy a 1000 watt psu personally... It makes no difference as long as you purchase a quality psu.
It's practically the same, only efficiency will be probabky worse.
From 50-60% it's the best and then about 75% it falls down relatively much.
