With 4 x 290x people have had success using the Lepa G1600. I am using the EVGA 1300g2 with 3 x 290's and no issue.

Lepa 1600 isn't enough to push quad 290x and big ole overclocks, especially when you start using the unlocked bios and modded gputweak.

So, still looking for answers and learning a lot here. My 290x has always been extremely poor at mining. After extensive testing if I set my clocks to 1300/1500, +200 in trixx the card will run at about 945 core 1500 mem, 1.28 V. Why is it that the clock rate is that rather than what I set? Is it different steps/profiles? I am starting from scratch so I put the stock bios back on the card.

Next question is still the power limit. I don't understand what this does... I have set clocks in trixx with 0 added to power limit, then ran the miner, saw the power draw to max around 313 watts. This is the reading in gpuz, I know this isn't the most accurate. But then I upped the power limit in trixx to +50, saw no change in the draw in gpuz. Maybe I am missing something? Still confused as to what the power limit actually does...

For your first question, it sounds like you card is either thermal or power throttling.

For the second, upping the power limit just increases the amount of power the card can use, but if it doesn't need the extra power it won't use it. So changing the power limit may not cause actual power draw to go up, if the card doesn't need the extra power. You may as well just set +50% and forget about it, that way you don't need to worry about it. However, sometimes setting the power limit in AB doesn't take (it doesn't actually change) so check in CCC and be sure it was actually increased. If it didn't work through AB you can just set it in CCC instead, that's what I had to do.
