Absolutely.
Take the 7970 Matrix - All kinds of complaints, but somehow I managed 1385/ 1875 on water. Any cards potential is in the hands of the owner. I'm so tired of the arguements over reference vs. custom pcb cards. There is a reason the top clocks on graphics cards with custom cooling, come on custom pcb cards. Same goes for Nvidia. The higher quality components and power phases definately reduce the probability of coil whine and its unlocked out of the box. So much easier.

Thats because when you go for extreme overclocks power delivery matters.

So I tried out some gaming with the new 290x crossfire setup with Shadow Warrior and I keep getting BSOD. The cards don't even seem to be running that hot as the fan speed seems to not be going over 40% at all. This is on 13.12 drivers. Any suggestions?

Have you set a custom fan profile or monitored temps? What temps under load?

Yes I have a custom fan profile. Load temps are in the mid to high 70s.

Edit: Just tested in Arkham Origins and I am hitting 85c on my Tri-X and mid 70s on Asus. No BSOD there (though I didn't exactly hit any heavy areas of the game).

Something's wrong there. I have 290 Tri-X as top card in crossfire, 71c core and vrm1 in Metro LL bench loop heat test, game temps in the 60s, with fan curve set at 1% per 1 degree. I have a side fan though, makes all the difference for open air coolers in crossfire.

Yeah I have a side 200mm blowing on the cards. The Tri-X is the one hitting 80+c for me while the Asus seems to be doing it's job nicely.

helps if you actually say what BSOD you're getting? could be as simple as dust in the PCIe slots even. test each card individually and see if one of them has artifacts or blackouts.

have you tried with a different PSU? I say this cause back in 2012 my first seasonic plat. (same as the sig) had a regulator/protection fault and wouldn't start warm without toying with the power switch on the back a few times, RMA-ed it and all was good again.
Not yet but that is my plan. I need to wait for it to happen again before I can test it with different PSU.

It shouldn't BSOD even if running hot at stock clock. I recommend test your GPU one by one. One of them probably faulty.
