The only way I could probably reduce the temps any further would be to just blast the fans at 100%. The nice thing is about these fans is that I don't hear them at all even at 90%. If I reduce the voltage, my gpu usage goes crazy and if I reduce it even farther I get artifacts.

well, of course by reducing voltage you'd need to reduce your clock speeds as well.
If you're fine with running at a slightly reduced clock speed along with lower voltage, as long as temps are kept in check,then why not?

alternatively, it's like what you mentioned, running the fans on full blast with an aggressive fan curve.

Probably power throttling. Which drivers are you using? The 14.x (except maybe the 14,4s) have a broken power limit and it can't be raised, which will cause the card to throttle. There is also an issue sometimes where the power limit is not correctly set by Afterburner - check and see if CCC shows the increased power limit as well. Open the Afterburner monitoring graph while you test and see if the core clock speed is dropping under heavy load.
I was on 13.12 and I got better FPS when I put it on stock. Now I'm using 14.4 and I'm on stock clocks but I'm going to attempt 14.2 and see where it goes.

You don't have to, I'm just willing to take a small amount of time and install it then run a few things to see how it works for me, only takes a few mins for a DDU then re-install a different driver.

What kind of overclock are we talking about? If you go to far on your RAM OC it can start correcting errors which will kill performance. You won't always see an artifact or other obvious problem. Just slowly increase it and run a benchmark every time. As long as it keeps going up you're fine. As soon as your score drops it's time to roll back.

I think water cooling greatly improves the efficiency of the cards and reduces the total power draw. Even at 100% I didn't throttle once I put the card under water.

Check the overdrive page in CCC and make sure it is showing the increased power limit. I ran into that a few times where it changed in AB but CCC didn't show it, and I got throttling. Otherwise it may be the VRAM issue VulgarDisplay brought up.
