If it's the windforce cooler I believe they are normally pretty quiet in general, they fans might be going out if the card has seen a lot of use with the fans forced to higher RPMS to keep the temperatures down. 
I'm running at stock clocks, not overclocking it at all. Using the windforce cooler. If I'm pull off the cooler, and change the paste will it not void the warranty?

If I'm trying to RMA it, will gigabyte take it if I'm told them the fan is very loud and the card run very hot? It's still got 1 year remaining warranty time.

how is the rest of your cooling in your case?
How many intake fans over exghust?
before i installed my after market air coolers i was at idle around 55*C, was hitting thermo limits with BF4 and shutting down my rig,
mind you I never researched my case at the time, and now that i had read up on it there is better airflow threw a spong; but build bug bit me, and i have what i have for now.

if you pull it off and put it back together carfully, they probably won't know. That setup throw the heat all over the case so you need good air flow to get rid of the heat.

but the R9 290s run hot, and are designed to run hot, but at idle... somethings is a miss.

The case that I use is storm trooper with 2 intake fan in the front, and 1 exhaust fan at the top, and corsair h75 as exhaust too. The intake, well, I have 6 hard drive so the intake airflow not that good. But when I'm open the side panel it's not give any change, only load temp is 3 C lower compare to the side panel closed.

You could definitely benefit from some more airflow through the case. I would add at least the extra fan for exhaust at the top.  Maybe even consider upgrading all the fans.

 

All those HDDs are killing the airflow from the front of the case.  If you can figure some way to consolidate or move things around to get at least one of the front intake fans unobstructed it should help a bit. 

 

Airflow aside, I would pop the cooler off and check whatever paste is on there currently.  This should not have any effect on the warranty of the card.  However, I don't know if Gigabyte will honor a warranty if you're not the original purchaser.

Ok guys so im having an issue with my second card...if i run with just the top card everything works great so i know its something to do with the second card...when gaming earlier with both cards connected and crossfire turned on i got a blue screen... citing the amd driver as the cause... ive gotten that before on crimson and i was monitoring temperatures and voltages on screen and seeing nothing over 60c and nothing over 1.22v on core... anyhow...i assumed it was crimson at first...though after it happened again last week and a few more times this week i was getting an issue where after the blue screen windows would just blue screen loop over and over citing service failure or something to that effect...

So i did my normal ritual of uplugging the second card while powered down and restart in safe mode.. clean drivers with ddu then restart, reinstall, restart, shutdown, reconnect second card test everything working... and crossfire worked everything.. well this happened again this week so i assumed it was crimson so i rolled back to 15.10 drivers to eliminate the driver itself as the problem.. and everything was smooth for a few days...

Tonight while gaming... blue screen again.. normal temps... normal voltages...but this time i thought ill just leave the second card connected and try to install the drivers this way...after restarting it did the blue screen loop again... so i said fine... safe mode... ddu... then reinstalled 15.7 just to ensure once again it wasnt drivers even though i knew it wasnt by this point....only now anytime the second card is powered via psu i get the blue screen loop after installing the drivers fresh... the error says service failur again.. and has ati file cited below...

My question is... can bios corruption due to a bad overclock cause blue screens when loading a driver to a card... if so would a reflash possibly fix this? I dont have time for a few days to tear the pc down and pull the block and check things out... and if i didnt have to and there was another option that would be great...the cards were performing well when the blue screens happened and fairly cool... are there any other options im overlooking as possible cause? Im stumped and i dont know anything about the bios's on gpus... another thing to note is that there is no crash dump from any of these crashes.. and who crashed finds nothing as well (pretty sure it just checks crash dump and the windows error services)

Also if you use the Crimson driver (15.12 ~ 16.1.1), this may be the cause, it has been reported that the driver don't remember or apply the "OC" voltage at startup.
Roll back to 15.7.1 or 15.11.1 if its the case

Thank you, deleting the profile in safe mode worked a treat.

I'm actually using the newest catalyst driver, as crimson was causing me issues and I've just moved to water so wanted to dial my overclock in on something stable.

Use 15.11.1 to find your most absolute stable overclock, then switch to the latest crimson and enjoy your games. But to be honest, there's only a real difference in the most recent games (tomb raider fallout)

Wanted some of your input smile.gif , using stock ROM = 1100/1475 & 1110/1460 (info in this post).

Due to erratic/intermittent "blackscreen" I went to mod stage 1, removed the VDDC & VDDCI offset = -6.25mV (info in this post).

Then did mod stage 2, this was to improve fan profile a little to keep GPU temp at ~<75c plus I upped "PowerLimit".

TMP2 80c > 75c

Comparing it to other cards I've owned / own:-

Sapphire Tri-X 290 STD = 1100 / 1475 ~+25mV
Asus DCUII 290X STD = 1070 / 1340 ~+50mV (IIRC)

Wasn't that knowledgeable about OC aspect / voltages, etc at the time of those cards or ROM modding. But was when got the Vapor-X 290X STD (1100/1575 @ 1.30V VID 1.000V VDDCI).

I'm phenomenally biggrin.gif with this newly acquired Sapphire Tri-X 290 OC edition (PCI-E Con. 8+6 & VRM 5+1+1), amazed I'm still using EVV 1.25V VID and 1.000V VDDCI to get these clocks (all cards stock air cooling). Gonna test further what I get before modding RAM timings and adding 390 MC timings.

How is MAX GPU VRM Current Out looking (181A)? what figures you seen when OC'ing your card? (This is ref PCB, got AMD stamp by PCI-E fingers).
