In AU, RMA's require the receipt, but many [online] stores automate their process, so you just select the order from the drop-down list, enter the serial and they'll verify the warranty etc and send you the RMA number.

Disable the panel starting up on boot is the best way, for win10 this is done via taskmanager. No idea how it affects game profiles though, but you could always add an entry in the task scheduler to start the panel up after a certain delay time.

In AU they can only use the price the card was purchased for at the original store, no depreciation, even after 3 years or more. Though I suppose your country's laws may differ...
Selling the 390 is still a good option if you wish, new ones still sell upwards of 300USD, of which you could then get one or two 480's.
