Maybe a heavily overclocked one can beat a stock 7950. But my 7950 overclocked beats stock 680. Doesn;t mean its better than a 680 since they can overclock also. I consider my 7950 to be better than a 670 because max overclock is generally faster than max overclock on a 670. The 7870 XT gives up a bit of raw power:
