The E09k can be used on its own if you don't want to use the E07k/E17 because it has an line-in as well. Meaning, if you want to go line-out from a soundcard into the E09k > DT990, you can. It's versatile.
Of course, your question is going external so the E07k/E17 is needed since it will work as a DAC for the E09k. Doesn't matter to which you connect, headphones or speakers, they can work simultaneously if you want.
And yes the E09k + E07k/E17 is powerful enough to drive the 600ohms DT990 Premiums.
Otherwise, as the others has suggested the splitter method works if you want an M&M stack. I personally like the FiiO stack better since to me, it is more versatile in its usage (as the E07k/E17 can be used for portable and IEMs if you need to). Which sounds better though, well that's a very subjective thing to say but IMO they're same-ish till the point I won't even care about the minute differences.
