As soon as it has aftermarket coolers and afterburner is updated we will have enormous amounts of power on the cheap.

Wonder how high the custom pcb models will go

Yeah !smile.gif A 290x user here on OCN ran 3D mark 11 with 100% FAN speed, max temp was 55c only. thumb.gif
Asus DCII or Sapphire Dual X 290x should run at 75c max at 1150 MHz. and ~90c max with voltage unlocked.
I remember I couldn't overclock 7790 past 1120 MHz, after a couple of drivers it now is fully stable at 1200 MHz at Stock voltage. And my GPU ASIC quality is only 71.7%.
I have a feeling upcoming Drivers will allow to go even higher and stable clock. It has already happened many times in past with most AMD GPUs.

I dunno, the 290x is essentially GCN, I wouldn't expect the driver improvements experienced with the 7900 series.

Anandtech:
The addition of XDMA, TrueAudio, and improved power management (SIV2) are all small features on their own, but they are features that make GCN 1.1 a more capable, more reliable, and more feature-filled design than GCN 1.0.

Most of GCN 1.1 features are new compute instructions and better power management.
Upcoming Games with DX11.1/11.2 will support Microsoft's Direct Compute feature along with DirectX 11.0 API (Battlefield 4). And this GPU is GCN 1.1 which adds many improvements for Compute over GCN 1.0. So for the sake of supporting such games with optimum speed, drivers will be further improving this GPU. And overclocking comes just under Power Management, if they improve it, it will obviously overclock more.
