This driver makes my memory stay at its state of highest performance, it does not clock down when going back to 2D/Desktop.

To simplify it as much as possible....
You only need to worry about it if your card is throttling the clock speeds back when you are overclocking.

Normally if your card throttles back the core clocks when you overclock, you just open CCC and move the Power control Settings slider to +20% or whatever is needed to be sure the card runs and stays at the clocks you set.

Editing the bios is just a way to add the +20% by default so you don't have to keep manually moving the slider to get that extra +20%.

Like in the above bios pics i posted.
The first one is like this....
power control slider all the way to left in CCC = 130
power control slider in the middle 0% in CCC = 167
power control slider all the way to the right +20% in CCC = 200

Now if I need to keep moving that slider all the way to the right to +20% to keep my card from throttling my overclock,
AND I don't want to do it anymore, I edit the bios so the new default 0% is tha same value of my old +20% value.

So the edited bios is like this...
power control slider all the way to left in CCC = 160
power control slider in the middle 0% in CCC = 200
Power control slider all the way to the right +20% in CCC = 240

Now the old +20 value is the new 0% default value and there is no longer a need to manually add +20% anymore to keep the core clocks from throttling.
You've just gotta be aware that now if you do move the slider, you are adding more than the % amount shown in CCC because you are already starting at +20%.

EDIT: I guess it should be noted that only up to +20% is what AMD has considered safe and made adjustable in CCC.
Of course most overclockers like to push the limits anyway and are aware that running anything over default is not guaranteed and carries a certain amount of risk.

So, Why does the card throttle in the first place? To keep the cards heat and power consumption within pre-defined "safe" limits / TDP.
(that's my quickie explanation in layman's terms that I understand....LOL)

Ok, now if you want to understand more then you'll need to read up on PowerTune Technology and what it all means.
ANANDTECH is gonna explain it way better than I ever could.

These latest drivers, b6 & b7, react strangely to my system. The old overdrive is replaced with the new graph system for the Rx cards even though I'm using an HD7790 (I know its virtually the same card as the 260X) and the driver constantly crashes when playing any games or even just sitting on the desktop.
The beta 1 drivers work perfectly fine, which is what I'm currently using.
Any ideas why this is happening?

Are you getting an issue when reinstalling the driver and CCC where you can install CCC but the driver fails to install? Or you can install the driver and play a game but your fps go to garbage?
