Overclocking HD 7970

I recently purchased a Gigabyte HD 7970, and am having problems overclocking the voltage. I currently am running Windows 8.1, have MSI afterburner 3.0.0 Beta and running Catalsyt 13.9 Through Afterburner I can increase the Core Clock and Memory Clock. At default, the clock speeds were 1000 Core, 1375 Memory. It seems the highest I can run without artifacts or BSD is around 1050/1450. This is with the +20% power limit on. As for the voltage, in Afterburner I cannot change it at all.

So I was wondering if there is any way around this, or is the card voltage locked. Also, is there any software that can tell me the current voltage for the GPU? In GPUZ under sensors the VDDC is reading at 0.875 V, is that the current setting. I've read that you can go up to 1.25 safely.

Any help on any of this would be much appreciated.

Having the "unlock voltage control" ticked or not ticked makes no difference, the voltage control is still locked.

Does anyone know if the card is able to have the bios flashed, and is that what needs to be done?
