Damn, so why does AMd overdrive say all cores are at 3.1ghz while task manager says 2.7ghz?

It is a turbo frequency. It will only activate this p state on one core at a time when the laptop is under load and below max TDP limits.

You could do it with K10STAT and fusiontweaker on the older llano APU's but for the newer ones that are based on piledriver I am not sure.

That application won't allow you to overclock but it might allow you to force the highest p states. If this does work, I would watch temperatures as forcing into the highest p state could generate a lot more heat.
