So, is it saying that right now I am getting 4 * 5 Gb/s bandwidth, but if I had full a full 16x lane I would be getting 16 * 5 Gb/s bandwidth? If so, how much is this hamstringing my 780?

Yea. It probably hammers by as much as 15-20% if we base the numbers on this review .

That's the worse case though.
