Going by the specs, how much faster than the Titan would you estimate it to be?

Maybe 7~8% at most at 1080p, and at 1440p maybe up to 10%, so finally a worthy competitor to the 290X!

Even with the 290X... that's the problem, because the 290X is still $150 cheaper. You're paying $150 for Nvidia's suite of proprietary software and the "Nvidia" badge on the card.

I really want this card because I want G-sync, but $700 is rough... 2880 cores or not. I may just settle for a regular 780 and pray it clocks to the moon...

If this is true, then I'd imagine the stock 780 Ti = 780 Classified performance(which beats TITAN and rivals the 290X in most reviews, although reviewers do not use a classy in testing against the 290X), so even with the stock Geforce GTX cooler, you could easily achieve an overclock beyond that the current 780 classy, but oh my imagine a 780 Ti Classified = new king?
