So according to this, it will need 275 watts per card, is 860 watts still enough?

I've always wondered something, so let's say 860 watts isn't enough for all my components. What could happen? Can the psu actually burn my gpus and all the components if it's too much? I don't want to risk if it happens, I rather sell my psu and add some money instead of having to replace all the stuff in case something goes wrong. Also, if a gpu's power consumption is limited to 250 watts, does that mean even at full load it can't pull more than 250 watts?
