FX-4100 causing low fps? Help Please

Having trouble fixing a CPU and GPU utilization issue that is occurring on my buddies system, seems like this is the most relevant section.

AMD FX-4100
Gigabyte GA-M68MT-S2
EVGA 560Ti
Win7 64bit

In most games there is a constant FPS dip and constant stutter. Frames jump back up to 60ish then dip again causing un-enjoyable game play.
When starting a game such as CS:GO, the menu and browsing for game servers is smooth, but as soon as entering a server the frame rates drop below 10 and it's unplayable.

As I look at the metrics on MSI Afterburner, the GPU usage drops to 1% when in the game server, and hovers between 30-60% when browsing menus.

What could be causing the application to not utilize the video card? and other games to have constant FPS stutters/dips.

We have reformatted and installed latest drivers except for BIOS - Gigabyte BIOS update seems to only install for 32-bit OS, and gives an error when attempting to update through a 64-bit OS.
Is there an alternative way to update BIOS other than through Windows? I have not been able to find any useful information on the Gigabyte site.

more info about the system would help such as what ram and hdd is he using.
Does this happen only in CS GO or also in other games?

You put the BIOS file on a USB stick and flash from within the BIOS. Look around the screen for what key to press to get into the flash module. You'll get some sort of file browser to browse around on the stick to search for the file.

Don't forget to extract the archive file you'll get the BIOS in.

I'm guessing there's some other issue. Check out what the CPU is doing. What's its temperature, speed and load. Don't just look at the GPU load.

The program HWINFO64 shows everything you might want to know in its sensor window. You can double-click on something in that window and it will open a graph window for that reading. You can then leave several of those graph windows open and go into the game, then go back out and see what the graph windows tracked while the problems were occurring.

Sorry for the delayed response guys, but the problem has been solved.

Once I was able to update the BIOS, the video card was now being utilized properly. Seems like it was an issue with certain mobos and AM3 CPUs.
