HTPC for movies/netflix and would like to use as file server

Hi, I'm looking to build an HTPC for movies and netflix, I have zero game requirements for this. I also want to move most of my media off my sig rig onto a media server of some sort or hopefully this HTPC. It's been a while since I've paid attention to whats current in terms of components on the market or what I will need, but I was thinking something around a 3ghz dual core would suffice? Not sure if the integrated graphics would be powerful enough if I got a CPU that supported that (I have no desire for a blu-ray player but have a few blu-ray ISO's I'd be playing).

Now would I be better off building a low powered HTPC solely for streaming videos and netflix and getting a NAS for the data or building another sever to store all my media? Or could I combine the HTPC and media server into one? Space isn't really an issue. Also I am not going to be using a TV tuner.

If the media server option is viable what software should I be using for that where I could also run something like XBMC ontop of that?

Also I'd like to keep the entire thing under $400 and if I'm doing solely an HTPC with no data storage. Under $800 for the media server.

Intel CPUs with integrated graphics work just fine for what you want to do (I have no experience at all with AMD chips but understand that they perform OK). I've used i3-3225 in three HTPC build and the graphics are excellent. It's paired with a Gigabyte H77N-WiFi m-ITX MoBo and all my Netflix and streaming is done via WiFi; I've not encountered any dropouts or other problems. Not sure how much data storage room you would need but you could put the build in a Fractal Designs Node 304 case which has room for six drives in it.

I've got HTPC and NAS in one machine running Windows 8 just fine, XBMC, Netflix, Spotify, not a problem, with two VMs running 24/7 in the same machine using VMWare Server (one torrent machine and one wordpress). It's an i3 2100 with 4GB and 3 SATA drives. For video, it's using dxva2 so 2-3% CPU usage, and for audio, it's attached via HDMI to an Onkyo receiver and it bitstreams HD audio without problems. I couldn't find a good argument to split the machine in two, and believe me, I'm really good at finding arguments when it comes to acquiring new hardware thumb.gif

The case is a Silverstone Grandia GD06.
