Weird Whining noise possibly coming from my H70 liquid cooler...

Video of the whining noise: took me a while to actually get it on camera http://www.youtube.com/watch?v=9PkU0u4r9Aw

Cant remember when the noise started but it will happen completely randomly, although the noise doesn't usually happen right after start up usually takes about an hour and then i will start randomly hearing it. It does not seem to be linked at all to when the cpu or gpu (or both) are under high loads or low loads or somewhere in the middle... it is truly and completely random. Been trying to figure out where the hell its coming from for a good month now but have not been successful.....

I actually just replaced the 2 fans i had attached to my H70 Radiator (because when the whining would start i would see the fan actually slow down and after the whining was over i could see and hear the fan speed back up so i thought the fan motor was dying and replaced them with the sp120s) But getting them replaced didnt help anything because they still slow down and speed back up when it whines....

So now that i know its not those fans ive been looking at my gpu fans during the whining and there is no difference at all from start to stop other than possibly a small increase in gpu usage (as seen in the video above)... And in addition to the gpu fans ive also checked the extra case fan that i have and that has nothing to do with it either.

So im left with the fact that it has nothing to do with fan motors dying, and it isnt a result of any increase or decrease of gpu or processor load so... the only thing i can think of is that its my h70 liquid cooler but at this point im definitely still open to opinions because i really dont want to spend $90 on another liquid cooler to find out thats not the problem at all

Any help is appreciated

Computer specs: I7 2600k liquid cooled with Corsair H70 and 2 Corsair SP120's attached to the radiator, Radeon HD 6870, 8 GB DDR3 Ram, WD black 1 TB 6GB/s, Seagate 1TB 3 GB/s, and Asus P8P67 Deluxe with p67 B3 Revision mobo

Reaching deep into the cavernous recesses of my ass, I'm going to guess small bubble in the line. that noise might have been it passing through the pump.

there is bleeding the thng to make it go, but my first instinct (if I am even correct) is to try to RMA the thing. Water pumps last a very long time, Unless they run dry, in which case they burn out in minutes.
