Yes you are. Steam will obviously subsidize some of the cost of the machines to make them much more affordable.

I think one of the primary benefits of pre-built Steam boxes would be getting more gamers on board with the PC... More PC gamers = newer, faster, better hardware AND software development. In the end, most pre-made steam boxes will probably have mid-range hardware to compete with consoles on price, and the most powerful will always be built by us DIYers. New businesses could pop up building custom high-end steam boxes for customers :-)
