i7-2600 3.40Ghz goes 100% when downloading

Hey.
So just yesterday I've bought myself a GTX 770. Since then I've installed my OS anew (Windows 7) and haven't really tested it yet, cause I had work. Now I'm back and I can't try it out, because whenever I download anything, be it through a browser or Steam - my CPU usage goes 100%, also making the download speed go down quite significantly. What could be the issue here? It's happening even when I'm watching a video on youtube which is really irritating. Any ideas?

EDIT: My PSU is 620W by the way.

I've managed to download a game but it's just the same as with downloading, the cpu goes up to 100% making the game unplayable. I have the latest drivers for my GPU and even Nvidia Experience tells me to run the game on highest settings but it's just impossible. Changing to lowest settings doesn't help either.

Is this a GPU issue or a CPU issue? I was using a GTX 560Ti previously and it was running twice as better than this. Please help me, I don't know what to do.
