i own a asusp5vdc-x and the pci-e is preset to 4X max this MIGHT be the same with ur board, but we don't know cause we don't know the make/model. thanks
Edit:so you might want to include those things... the Brand&Model then people can tell you wether it's a Bios setting problem or if your board came limited and u just don't pay attention =)

And I assumed if other people were having this problem their solution would have been similar, PCI-E clocks are set to 100MHz.

Mobo chip is nForce 4 SLi Intel Edition.

Recent reformat with fresh mobo and graphics drivers.

this is just another stab in the dark.. before i go searching for confirmation but it MIGHT be the case that when you have running SLI it only runs 8x but whrn you have one card it's 16x...maybe
EDIT: This does seem to be exactly the case as explained above... it is hard to tell and many websites do not advertise it liek that but YES in fact the top is 16x but the bottom is only 8x and when run in dual video card SLI mode or whatever they both only run 8x... sorry to be the party pooper, but hey it's not so bad.. anyway here is link look towards bottom of page to see what i mean HERE

Oh ****, now then I really did confuse you mate sorry. Shouldn't of told you to check the sig coz atm I'm only running one card, and motherboard is configged for none SLi (have removed one card from mobo and changed the chip thing to normal mode) and also in BIOS.

But, I have gone through my BIOS as far as I can see there's no option which could be affecting this and like I said the PC is clean I did a very clean reinstall.

is it running on the top pci-e? i thikn that one is the 16x...

your MB may only support PCI-e 8x. this is not a problem as no card can use all the bandwidth in an 8x slot (maybe 8800gt does idk).

maybe you might need to try flashing your bios also... i dunno why but that might help it stop being retarded... it hsoudl be able to run one card in x16 (as advertised) so idk either =)

sorry i do not know of any... i use ati for now, but i have heard of something called rivatuner... i tmight read speeds of PCI-E... i'm not sure. but def flash ur bios by following book instructions, check your bios and double check for any kind of settings, for sure your board shoudl be able to run one vid in 16x cause it's advertised all over the place... they just DONT' tell you about two SLI switching to 8x alot... other than that man i have no clue
