Problems with GTX 480 SLI / Battlefield 4

i7 950 OC'd to 4gz, 12gb of ram, GTX 480 SLI @ 825mhz a core. I meet the system requirements.

Weird problem. So I'll get 60fps locked, and it'll occasionally for no reason dip down to 45-50fps for 1-2 seconds, then pop back up. This happens every 10s or so. I checked my MSI Afterburner to see the GPU usages and both go from 99% to 60% about every 10 seconds creating this spikey graph of high peaks and dips.

The really odd part about all of this is when I start recording with fraps all of the FPS stuttering stops, it'll lock at 60fps and never dip. I don't really wanna have to play with fraps recording the entire time?

I have the latest drivers, all of my stuff is updated. I remember this "exact" problem happening wiht Farcry 3 and I have no idea how I fixed it, same with Metro Last Light, I had the same problem there too but it eventually got sorted through some random tweaking. I just would really like to figure out why my SLI setup is doing this, and figure out a way to prevent it.
