Do you need a monitor?

E6300 $184
Coupled with the P965 and good cooling, this can easily go to 3.0Ghz. Amazing CPU Power.
GA-P965-DS3 $134.99
Great budget Core 2 Duo board. This can take you up to 500Mhz FSB
2GB DDR2-800 Bufallo Firestix $242.99
Great Micron D9 memory. You will be able to overclock this well.
WD 160GB 7200RPM 16MB Cache SATA3.0 $62.99
An amazing hard drive, get RAID 0 and double the performance.
ASUS X1950PRO $189.99
The best DX9 price / performance out there.
Sunbeam NUUO 550W $64.99
An excellent budget PSU. I have it currently, it runs great and looks
great!
Sceptre 20.1" LCD $199.99
The best monitor for the money. I also have this and it is beautiful.
Gigabyte GZ-XA1CA-STB $89.99
Case is up to you, but I found this to be attractive, sturdy, and well
priced.

Total: $1169.93

If you can afford a little more money, there are definately some upgrades which you benifit you. Such as (in order of importance):

You'll be happier with the 8800. It's really the only video card with directX 10 on the market. Don't quote me on that though.

In order to stay in budget he can't get a 8800GTS. However, if he doesn't need a monitor, he can.
