That power supply concerns me. Any PSU under $50 raises flags. You see, a bad PSU can cause headaches down the road. It can kill components if it fails and limit your overclock drastically. Get a good PSU now, and you won't be worrying about it for years. People with good PSU's forget they even exist, because they never have to worry about it.

What really bothers me about that powersupply is its lack of approved compliance ratings...

ok so add that psu and drop from e6600 to e6400 then..the gpu affects the fps in a onling game right i know internet connection aslo but the card mainly the reson i am upgrading is i built a p4 prescott 1gb gskill 533 and i am getting BSOD
with vage error

There are a lot of things that affect your frames per second. This includes your memory, harddrives, and videocard. The internet connection does not affect your FPS, but it does affect your ping.

Without a power graphics card, you will have bad FPS. Without a power CPU you will have bad frames per second. The sames goes with the memory. However, the video card and memory in general play a larger role in FPS.

If you have a 7600, 7900 or 8800 series graphics card, 2GB of memory, and a Core 2 Duo you will be guaranteed to have decent FPS.

Edit: The difference in cache between the E6400 and E6600 results in around 3% difference in performance.

Definitely. You may want to make sure you have a floppy drive. When you are installing Windows you will need to have a floppy drive for the RAID drivers. This is the only time you need one. So make sure you have a floppy drive available (a lot of people don't).

Also, as you are aware, you may want to upgrade the video card to be DX10 compliant in the future.

Depending on the brand of the 250GB SATA you already have, you make be able to save some money by buying another 250GB SATA and using those in RAID0.
