As for those rigs, your missing GPU(s) from either situation.
They are added as custom parts at the bottom of the list, R9 290.
Also, a server really doesn't need to be too powerful. You could buy some cheap used parts and things will work just fine. My bro's server uses his old E8400, and I've used my old Q9400 as my own server just fine.
I was going to go with old hardware, but after reading up on hardware requirements for PMS multiple 1080p/720p transcoding, the i5 3570s fitted the bill.
