Yes if its working correctly then why wouldn't I? Yes it wasn't to smart for AMD to have to do this... But if this is how the product arrived and if this was the original driver you had then you wouldn't be complaining and wouldn't have any idea a problem even existed.
Everything without the right amount of voltage will have issues.
I understand though that some of these cards simply do have hardware problems. But for example myself never saw a black screen until OC and now I dont even get them with OC's so its really nice to see forward development because I did buy into a product at launch which can be problematic.
