ping 173.194.41.88 -t
the -t switch means it will run indefinitely, after a minute or so hit Ctrl+C which will stop the pings. You will then be presented with a short report which shows how many packets were sent and how many replies were successfully received and Lost packets which should read "0% Loss". If it's anything else then you are losing packets somewhere along the line.

This isn't a perfect troubleshooting method but should flag any big issues with packet loss.

that command will just tell you the loss in % and the ms it takes to reach the server. it wont fix anything. You can put a server IP and check it.

You can't prevent packet loss at the client, the loss occurs between the client and the server, the client has no control of the packets once they have been sent.

It's like giving someone directions, you can guarantee that they are correct and that they should arrive at the destination but once they've set off you have no control, they may not be followed correctly, this equates to packet loss.

You may not be able to directly effect it but you can tweak it to make it better with comands like
cl_packetdup #
and maxpackets #
