- What happened?
Been pulling my hair out for weeks about this hitching / stuttering in all my games. Watching graphs in resmon.exe gives no help, as the monitoring system freezes every 5-10 seconds along with the rest of the system. I haven't worried about IRQs since windows 98, but this seems to be the issue. Due to this weird freeze there is no way to check for what is using the most overall resources, as the programs polling are frozen as well. Since they are spikes, not consistent, you can't just open something like task manager and see what service / task is using the most RAM.
- Are you able to reproduce this problem consistently?
Yes. Booting the OS and sitting here like an idiot staring at my resmon graphs is enough to reproduce the issue.
- What steps did you take to reproduce this problem?
(see above) All joking aside, I've done everything the idiot's guide (tom's hardware) and peanut gallery (yahoo answers) tell you to do. You know, like turning it off and on again.
- What action did you expect to occur when this bug appeared?
I expect my 3.2 GHz 8 GB RAM system to do 142 things at once without batting an eye. OK, so maybe at least 12 things.

I've been all over the internet searching high and low for ways to isolate this issue, and it doesn't seem to be a common thing that most laymans think of, including me. Had the me from 10 years ago seen this problem I would have found ways to isloate it faster, since you only had like 10 IRQs total back then and were constantly reassigning them.

Chrome, Windows 7 64-bit.

Basically there's an issue which USUALLY involves your USB bus controller sharing an IRQ with something like your video card. They each wait their turns to grab the bus, and your whole board stutters at the hardware level. This is why it doesn't show up unless you run a custom program like latencymon or dcplat that compiles these freezes.
Updating your mobo, bios, chipset, all that crap doesn't help and all it takes is one bad driver to wreck everything.
So, now here I sit stupidly trying to figure out how to manually set IRQs, and I need help.
If there's info on here already, I apologize, I haven't looked. I just thought I'd throw my two cents in.
If you want to google info on it, it seems hardly anyone but the more leet have even heard of this issue, and Microsoft has just swept it under the rug by releasing 8 to everyone as a distraction. I've seriously been trying to sort this out for over a month. Before I didn't even know I had this issue, and I thought my rig just sucked. It has nothing to do with vsynch, buffering, Aero, bad RAM, hard drive thrashing although thrashing honestly looks exactly the same. Funny thing is that as you watch these stutters pop along you notice the page file isn't doing much of anything. There are forums of dudes saying how they've purchased all new SATA cables and upgraded to new SSD hard drives and all kinds of other crap. This issue is ridic for sure.
