Windows 8.1 and GPU woes, halp

Hey all, looking for some clarification and or solutions to a problem that my brother and I cannot seem to solve. He just upgraded his pc and installed Windows 8.1 to his HD. Everything went well for a while until we realized that the GPU wasn't being picked up, just the onboard graphics. Device manage registered nothing, nor any "failed" attempts of installing a new device. I've looked online and couldn't accomplish anything, He has a Gigabyte HD 7990 and an Asus H-87-Pro mobo, we've switched PCI-e slots, disabled onboard graphics, nada. Anyone run into this problem that has a working solution and or tips? Thanks all!

Go to BIOS and check what is the "gpu configuration" there, often, if in bios, you set the onboard graphics as default, BIOS will 'hide' all other GPU's. Usually there's something like "Graphics configuration" where you can put something like "PCI-E -> PCI -> IGP" which means, first use a PCI-E card, if not found, then use a PCI card, if not found, then use the Integrated Graphics.

If that don't help, have you tried to download the drivers from AMD site and then install them?

I think he tried to do that as well as installing the base drivers from the CD and both said that a GPU wasn't found.
