The witcher 2 EXTREME low fps

hey guys , straight to the point

My specs :- Core 2 Quad q8400 @2.66GHZ
2 GB RAM
GTX 660 Oc Edition 2GB

I've tried the so called fix or the "frame limiter" by placing the files in bin folder, not helped at all
Lowest settings at 1080p ,didnt helped
Tried changing memory texture size in config/user.ini still didnt helped
Tried all the stuff in Nvidia control panel (Max pre rendered frames)
Yup, disabled ubersampling & vsync

With fraps i get 8-9 FPS all the time...sometimes 12

Physx drivers are up to date....the game is horrendaneously stuttering & lagging..it happens with most of new games, BF4 was UNPLAYABLE at lowest settings
I see videos with 560 cards are able to get 40+fps

Please help

Couple things.
First that CPU is ancient and without an overclock will limit your FPS immensely.
Second, you only gots 2GB of ram. I believe that game has a minimum of 4GB, or at least it should. If you are on DDR3 ram try getting 2 more GB of it. If that doesn't help, new CPU time.

definitly the ram. its should give a warning if you run out or create some ram on your HD wich is not good.

Just tried to start the game windowed with 720p...crashed my pc into blue screen of death or physical dump of memory state...definately must be the RAM...guys i cant afford to change CPU right now...but RAM i can...i have ddr2...should i upgrade to 4 gb or more ? how much will it help

Well, it's a stop-gap solution. DDR2 is basically gone these days; you can find it for cheap, but once you upgrade your CPU (and mobo), it'll be useless. I guess it would be worth it for a few months or something (an extra 2gb is probably $10-20).

Just bought a 660 Oc ...so cant afford a upgrade now...yup i think im gonna get a 2GB...in india its more like $30-$40...thank you

You are going to have to. Seriously you can get a processor, cpu and ram for about $200.

CPU: AMD Phenom II X4 955 Black 3.2GHz Quad-Core Processor ($91.98 @ SuperBiiz)
Motherboard: ASRock 960GM/U3S3 FX Micro ATX AM3+ Motherboard ($53.99 @ Newegg)
Memory: Kingston 4GB (1 x 4GB) DDR3-1600 Memory ($22.98 @ PCM)
Memory: Kingston 4GB (1 x 4GB) DDR3-1600 Memory ($22.98 @ PCM)
Total: $191.93

With that, you don't even need to get both sticks at once, get one now and the other later on. But this would be a solid upgrade from your current CPU and ram. And give you room to expand in the future all the way up to an 8-core FX processor.
