I'm a happy owner of 2 VTX3D R9 290's (X-editions). Please note that this unfortunate name means its an 25Mhz OC-ed 290 and not a 290X.
After reading several forums including this one 1 decided to try the 290X flash.
After flash I was jumping in the air seeing the shaders go to 2816 in gpuz. Sadly this does not reflect into 290X performance. In Unigine's benches I get a small performance gain, but not 290X performance.
Pre-flash: 1000Mhz gives about 57 FPS in Valley at 1080p 8x MSAA Extreme. (no throttling, temp is way below 90c)
Post-flash: 1000Mhz gives about 60 FPS in Valley at 1080p 8x MSAA Extreme. (no throttling, temp is way below 90c)
My problem at this point is the following:
Most benches showed the demonstrated performance gain seen in this thread but STALKER C.O.P bench gave me LESS performance in 290x mode!
And I mean MUCH LESS, averages dropped form 100's on 290 Bios to 75-ish on 290x bios. Same clocks.
Messed around with fan profile and driver settings, even reinstalled everything after flash but no succes.
Can someone please just bench the stalker COP bench at pre and post flash? Im having consistently lower performance on 290x Bios. Minimum fps also dropped by more then 20%.

Did you test on other games ? Your problem may be caused by a driver bug.
Otherwise, would it be possible for you to flash the VTX 290X bios ? If you use the ASUS 290X bios, it may be the cause.
