Only applications which are 100% shader limited and which are ran within a system which has no other limitations will show close to 10% gains. The 290/290X are pretty well balanced cards. Overclock either the core or the VRAM within Heaven for example and you will see healthy gains for both. Given that it is a well balanced, 5% or less gains are much more representative because you are only increasing half of the cards "within normal use" bottlenecks by 10%. Of course, there are additional bottlenecks (CPU, PCI bus, Application requirements etc) which can eat away at the remaining 5%,
Shadertoy and Computemark are two benchmarks that are almost entirely shader intensive. These show gains of 8-10% on non-X vs flashed-X at same clock speeds.
A 290X has 40% more shaders and 33% more memory bandwidth than a 7970. With both cards clocked at the same speeds running benchmark resolutions (sub 1920x1200), there will be much less than 40% gains. Go figure.
