Idling with all the power options disabled will use a few more watts at idle (1.6Ghz 0.98V idle uses about 30 watts less power than 4.8Ghz 1.34V idle).

I calculated that with the cost of power here disabling all the power saving features (tested above) would make a difference of about $36 a year on the hydro bill, I don't think the lifespan of the cpu would be affected much at all.

I think it has more to do with heat, disabling all C-states on my Haswell adds 5-10C on all cores at idle also the lifespan should increase, because of less electromigration but not sure about this.
Maybe $36 a year isn't much for you, but if everyone keeps them enabled it quickly turns into a lot of money.

It would idle a bit higher with the power options disabled, the idle temps aren't the really important ones & the load temps will be the same. I can't see the lifespan being reduced substantially by idling using less than 50W of power more than the low voltage/multi state, if planning to keep the cpu for many years it may make some difference.
The money factor is why I only chime in with the offset vs. manual when it is getting discussed, it is about $36 a year where I am, where you are hydro rates can be different & higher, or OCN has many younger people who's parents pay the hydro bill & a jump in the bill may cause issues.
