Remove the client-type flag or set it to normal. 17s have gone mainstream so left over 15s are being phased out, I don't know of a way to explicitly get one or the other, I would expect a mix until the 15s run out.

Possibly try adding max-packet-size:big? In the past I've seen scattered reports of people not getting core 17's when they were using that option. That was usually in the context of trying to get core 17s and not getting them, but it might help if you specifically don't want core 17.
