Win7 Upgrade Key doesn't work

This is maybe the 4th time I am using this key to install Windows 7 Pro 64bit (used it on my pc, then switched to laptop, now I switched to desktop again).

I have tried all of those already

It's a win7 upgrade cd (I installed from USB this time), and the way it's worked for me before is with double install.

Any suggestions? Could it be that I've reached the maximum installs/key verifications?

Does it work using phone activation?

According to Microsoft they are no maximum installs.You can install the key only in one computer. If you wish to install it in another computer you must uninstall it first. But Microsoft keeps records of the key in which computers its installed (like the mac address, Universally Unique Identifier [UUID], etc.). So a key gets blacklisted. You must speak with a real person with Microsoft and explain that you are the owner of the key and there is no installation other that you are doing now.

I had a similar situation. I had Vista 32 on a machine that I upgraded to Windows 7 64bit and then I rebuilt my whole system and had to try and use the upgrade disk to do a clean install (which it's obviously not supposed to technically do). I had to call Microsoft and explain to them the issue. They were extremely helpful and gave me a code to enter that would bypass the security lock. As long as that particular OS isn't keyed in on another system you should be fine. The MS tech support is honestly, surprisingly very quick and helpful. They get 5 stars from me.
