HIS iPower IceQ X² Boost Clock vs Turbo Boost Clock

Hey all, I'm currently in the market for a 280x. I was looking @ the HIS iPower Iceq models. There are 2 models available, the only difference I see is the one has a higher stock clock. Is there something about that card that will make it overclock higher or can the cheaper $299.99 version reach the same clocks?

Which would be best to go with? Is there a completely better option out of the $299-320ish cards?

I'm on an amd fx 8350 and will be upgrading to a sabertooth motherboard soon.

Thanks for the reply but I decided to go with the $299 version of the HIS IceQ. It's the coolest running of all the cards and I've seen people overclock it past the Turbo boost version and as fast as the card you recommend, and its $20-30 cheaper.
