Yikes. And I don't need a bigger GPU, just a 5Ghz dual-core CPU. One core is maxing out and I see the GPU topping out at 90% usage half the time. Game this big/open is probably not the easiest to multi-thread I'm sure, but with regards to their attitude in the past couple pages I've seen, it looks like they just didn't even bother at all.

What's your CPU clock when playing? Like I mentioned above, it only uses 2 cores. One is maxed out, another is at about a 50% load, the rest are empty. Are you getting a straight 99% load on your 780?

I've had this game decimate my overclock on my Ti. CPU overclock is fine, play with 4.6Ghz like every other game I've used that OC profile on and it's fine. But my Ti...stable in a bunch of games the past few weeks at 1265mhz/7600mhz, and Black Flag crashed after a few hours even down to 1225mhz. Maybe it's after your CPU overclock the way it's after my Ti overclock.
