a pump + res or pump+ block(apogee drive ii) will take at least half of your budget. and another $100 if sidewinder pc had the swiftech 320 rads in stock. $25 isnt enough for tubing plus a gpu uni.
for the voltage you want to push, i wouldnt run less than 360 + 240 rads. 2x 360 would be better with the heat that 3570k will put out. either hang a 360 off the back(ewww uglyness) or put in your hdd/odd bays. or build a rad box. putting it in the drive bays will be the cheapest by far.
you could always put the 3570k underwater and wait to do the 660. this is only buying new. as kokin said, you can save some serious money buying used.
